Unverified as exact licensed dialogue. Wikiquote’s Fullmetal Alchemist: Brotherhood transcription attributes the encouragement to Edward under City of Heresy, marked 1.03. It includes “You've got two good legs.” The entry is an English transcription without a release-specific citation. It does not independently establish a named dub or subtitle track’s words.
The beginning changes the interpretation. In the recorded exchange, Rosé asks what she should believe and asks Edward what to do. His reply begins “I can't tell you that... You have to figure it out.” The encouragement follows a refusal to supply an answer for her. Dropping that beginning makes the speech sound more like Edward taking command of her life than the transcription actually presents it.
A command after a refusal
One reading is that he separates moving from knowing the destination. A person may be able to take a next step without receiving a replacement belief from the person who has challenged the old one. Its encouragement is not a detailed plan.
That separation can protect autonomy, but it can also feel like withdrawal. A person asking for help may need more than permission to choose. Refusing to dictate a belief does not answer the question of what support is owed to someone whose hope has been unsettled. This is the strongest counter-reading: the speech can sound empowering to a detached reader while leaving the recipient with the difficult work.
Why the legs matter to the argument
The brief reference to legs makes capacity physical rather than purely motivational. One interpretation is that Edward is directing attention toward what remains available instead of promising that desire can restore what has been lost. The line’s concreteness is also a reason to resist rewriting it into a universal instruction that anyone can overcome anything.
A fair objection is that physical capacity does not imply emotional readiness, safety, or knowledge of where to go. The stronger reading treats it as an urgent appeal to begin, while acknowledging how little of the eventual path it settles.

The source places the exchange in Brotherhood. This check does not transfer its wording to the earlier anime or to a manga edition. Matching a character and a situation is not enough to establish identical dialogue across adaptations. An actual comparison would need both passages and the relevant English version labels.
