Golden Kamuy reaches the approach to Abashiri prison and the attempt to meet Noppera-bo. VIZ places Sugimoto and Asirpa near the prison with an entry plan ready and Tsurumi preparing his own intervention. Buy this for the move from traveling toward a destination to trying to enter it. Start with the earlier approach if the plan and its participants are unfamiliar; reaching the prison does not make this a fresh introduction to the treasure hunt.

Abashiri is a destination that already has other claimants. VIZ's setup gives Tsurumi agents inside the prison and troops approaching it, so reaching the prison does not amount to controlling the operation. The distinction matters for a buying decision: this book belongs to the approach-and-entry portion of the prison confrontation, not a self-contained prison story. Read the plan as a contest over access to a person, with military force capable of overriding that access. A meeting can be the objective without being something the characters are free to arrange.
