Kai, Hairo, and Messar give Fushi capable allies, yet the opposing sides remain closely matched and exhaustion reaches both him and the townspeople. That is the important qualification to the defense: enough strength to answer an attack is not necessarily enough strength to keep answering. The book's place in the extended battle makes endurance a buying consideration, since the strain depends on the effort already invested in Renril. The city is not simply scenery for Fushi's abilities. Its inhabitants are spending their reserves alongside him, and those reserves are finite.
