“These bells were left by Clow Reed so that you could get one last chance. They're gone, now that they've done what they were made to do. You won't be able to restart again.”

Sakura's answer promises to do her best and insists that things will be all right. Mizuki has just given that optimism a hard limit: the bells supplied another chance, have completed their purpose, and cannot provide another restart. Confidence now has to operate inside an opportunity that can be used up. The explanation matters because repeated chances can make courage difficult to distinguish from confidence in another rescue. Here the possibility of repeating the attempt is explicitly withdrawn before Sakura states her resolve. Mizuki does not tell her that effort guarantees success. She tells her what assistance is no longer available. That makes the following optimism more exposed, and therefore more particular, than a general slogan about trying hard. The scene gives Sakura a reason to act without granting her an endless supply of chances to make the action come out right. The bells help once and then stop being an answer.
