Getting to the naval base is the first thing since he set sail that Luffy could not have done alone: Luffy is astonished that they reached their destination, and Koby answers that arriving where one meant to go is the minimum requirement for people who sail the seas. Chapter 2 opened by dropping Luffy into a whirlpool he admits was his own carelessness. So the story built the qualification in the villain's mouth. Alvida spares Koby on folio 63 for one reason, his vast knowledge of the seas, and that knowledge, not Luffy's fist, moves the plot from her island to the base. The line converts a boast into a specification. Luffy's crew, as he described it at sea, was ten men and a flag; its first job title comes from the one person who has already chosen the other side and is about to leave. Luffy agrees on the spot and then suggests lunch, the correct order for a captain who has just been told what he lacks.

Yes milady and right away were his answers for two years, from a boy who boarded a pirate ship by mistake and built a boat to leave in that he never launched, because thinking about what Alvida would do if she caught him made his bladder weak. The resolution itself is not new by folio 77. He made it at the top of folio 75, to Luffy: he would join the Navy and then capture Alvida, and what did he have to lose? Then the boat goes to splinters, before he has said a word to her, and the question gets an answer he did not choose. What folio 77 adds is the audience. Saying it to Luffy cost nothing; saying it to the woman with the mace, after she has smashed his way out, is the first thing on these pages he has told her that she did not want to hear. The next page is the mace, with Luffy between him and the swing.
