Yes. Light Yagami says "I am justice" in the second episode of Death Note, and the fuller speech the memes trim it from is real too. So is the other half of the poster, the claim to be the god of a new world, though that one comes from the far end of the series, thirty-five episodes later.

The story's point is that he is not: the boy who whispers about justice becomes the man who screams about divinity.

The Japanese word is seigi, which every translation renders as justice, and the English versions differ only in the surrounding sentences. The dub's phrasing, the one Wikiquote transcribes, is the wording most people quote because the dub is where most English-speaking viewers met the show.
