What the short version leaves out is the first half of the sentence, which is the half that explains why a student eating a chip gets, in Slashfilm's words, "every creative camera move in its arsenal".
The verdict
True. Wikiquote's Death Note page, in a section it labels "Anime (Adult Swim dub)", records Light's line under episode 8: "I'll solve equations with my right hand and write names with my left. I'll take a potato chip... and eat it!" A second entry on the same page gives the short form on its own, as "I'll take a potato chip; and eat it!", with the last three words set in italics. That emphasis is the joke in typographic form.
What the short version leaves out
The first sentence is the plan. In this episode, Slashfilm's episode guide notes, Ryuk reveals that he has found cameras in Light's room. Light then "opens a bag of chips that he grabbed from the kitchen, and finds a tiny television inside," and "writes on a tiny scrap of the Death Note, using a pen inside the bag of potato chips." Equations with the right hand, names with the left: the studying is the alibi, performed for whoever is watching, and the names are written inside a snack bag. Slashfilm's Rafiq Taylor puts the stakes plainly. Light "has made L, the best investigator in the world, a first-hand witness to his alibi." One reading is that the chip is the one visible move in a game the cameras cannot see.
Sub, dub and the episode title
The wording above is an English transcription that Wikiquote files under the Adult Swim dub. This check did not compare a dub or subtitle track, and the Japanese line is not quoted here because we did not find a source that prints it. Light's English voice is Brad Swaile and his Japanese voice is Mamoru Miyano, according to Anime News Network's encyclopedia, which also dates the Adult Swim broadcast from October 21, 2007. Even the episode's English title depends on where you look. Anime News Network's episode list gives two: "Gaze", beside the Japanese title Mesen and a November 21, 2006 date, and "Glare", beside a December 9, 2007 date, in the column whose first entry carries the October 21, 2007 date. Why it became a joke
Slashfilm observes that the episode "is often playfully mocked for its over-the-top depiction of what is essentially a student studying and eating potato chips." One reading is that the mockery and the scene make the same observation from opposite sides. Cut the line down to its second half and a boy announces that he is about to eat a snack. Keep the first half and the drama is earned, because the snack is cover for writing in the Death Note under surveillance. The joke needs the alibi removed to be funny; the episode needs it attached to work.
