Akira 2 makes Tetsuo a possible answer to the danger that his pursuers fear. Akira remains imprisoned, while Tetsuo wants a confrontation and others consider whether his abilities could contain the threat. His former best friend belongs to a group trying to stop him instead. This 296-page paperback follows the opening book directly: the central difficulty is no longer simply who can capture Tetsuo, but who thinks he should be kept alive and for what purpose.

The agency needs a potential weapon that it cannot trust. Kodansha describes Tetsuo as a possible means of controlling Akira while also identifying his growing instability and fixation on meeting him. The proposed safeguard therefore wants to approach the very danger it is supposed to contain. Kaneda joining the effort to destroy his former friend gives that calculation a personal cost. The change from the first volume is specific: being hunted and being useful to the hunters are now compatible. Tetsuo does not need to switch sides for the institutions around him to change what they want from him.
