No. 12 is the finished version of the project for which No. 10 was the prototype. Hoshina therefore fights with the earlier model against its successor, and his weapon is limited to 83 percent unleashed combat power. The comparison gives the struggle a concrete disadvantage without making the outcome automatic. A development history measures what the enemy was designed to do; it does not by itself decide what Hoshina and his weapon can accomplish. This installment keeps that unfinished contest in view after Narumi and Kikoru have dealt with their own targets.
