With the Four Dragons assembled, Yona's journey turns toward the Fire Tribe's material troubles. The destination is Yun's birthplace, where famine and taxation give the group a problem that recruitment alone cannot answer. Choose this paperback for the shift from finding companions to deciding what their combined abilities are for. It assumes the search that brought them together and is a poor substitute for those introductions if you are starting the manga.

Zeno's arrival completes the Dragon group, but the next task is not another missing name. The people around Yun's birthplace face hunger and poverty worsened by heavy taxes. That juxtaposition gives the completed party an immediate limit: extraordinary companions do not automatically produce food or remove abusive officials. The book's premise asks what protection means when harm is administered through ordinary government. It is a useful change of register from recruitment to intervention, because the group must choose a response to conditions that continue after any single encounter ends.
