He is wrong about the mechanism and right about the outcome, and the arc is built on that gap. When he said this he was a quack doctor with a fatal illness, making a claim about a future he would not see. It comes true, but not because he was correct. It comes true because Kureha, who took in the reindeer he had raised, uses his potion to turn the snowy sky into cherry blossoms. The line reads as faith in an idea's momentum. What actually carried it was one specific person deciding to do the work, which is less poetic and considerably more demanding.

It manages that by tying it to something physical: a promise about cherry blossoms over a snowbound country, made by a man who did not live to deliver it. Being remembered here is not a feeling anybody has. It is a specific thing another person does. Which is the version of this idea worth keeping — not that memory grants a kind of afterlife, but that it is labor, performed by the living, and that most people are forgotten because nobody took the job on.
