The line only functions inside its ritual. Team Rocket's motto is liturgy: alternating couplets, rhymed threats, a cat's punchline, performed in a wall of smoke at strangers who asked for none of it. The show knows the performance is absurd and commits anyway, because the recitation is how three chronic failures remember that they are supposed to be legendary. They once delivered it down a telephone line to their furious employer, who dismissed it as nonsense and hung up, which is the joke operating at full power. A vow to protect the world, made by thieves mid-burglary, contradicts itself in every clause, and nobody involved notices. Villains who saw themselves clearly would stop being fun. The motto is armor against self-knowledge, polished weekly, and it has held for decades.

She says it while James drifts through a haunting, mooning over a spirit who has picked him as a replacement, which gives the cruelty an unexpected shape. Jessie's contempt aims past the rival at the posture of waiting itself, the person defined entirely by someone else's absence, and the fish-in-the-sea flourish compresses her whole philosophy into a shrug. Coming from a woman whose partnership with James has survived bankruptcy, failure and daily explosion, the dismissal reads almost like doctrine: she has never once waited for rescue, and she does not intend to start. The show files the speech under villainy and plays it for laughs. It is closer to the most functional relationship advice uttered all season, delivered by the least qualified counselor on the payroll.
