True as Yuno’s thought in VIZ’s English manga. Black Clover chapter 3 prints “I’LL TAKE THE BEST PATH...” followed by “...TO BECOME THE WIZARD KING!” The words appear without a speech balloon over Yuno’s close-up. His request to join the Golden Dawn appears in a balloon below them. Calling both pieces a spoken announcement would flatten a distinction the page makes.

The same page depicts the captains raising their hands, and the surrounding onlookers react to all of them offering a place. Yuno’s thought therefore sits inside a choice among available offers. The declared endpoint supplies his criterion for choosing: the route is best in relation to becoming Wizard King. The wording does not say that his choice is best for every applicant.
