The coup is settled in chapters 67 to 70, and Box Set 4 closes with it. The monarchy question is settled, Kenny's connection to Levi is finally explained, and an object changes hands in these pages that Vol. 21 turns on entirely. It is a clean stop. The coup is finished, a government exists, and the next volume starts a military campaign that does not pause for five books. Season 3 part 1 covers chapters 51 to 72, two chapters past this one. Box Set 4 is Vols. 13 to 17 at $54.95, and it is the last set whose own Kodansha page names its volumes until Box Set 7.

The vial is the volume's real cargo. Kenny hands Levi one dose of Titan serum, and who receives it is the decision Vol. 21 is built around; a reader who skims this scene will not feel that one. Historia's surrender of her authority is the series answering the fantasy it has been running: the rightful ruler is restored and immediately declines to rule, because the identity of the monarch was never the problem. The closing pages move to Shiganshina, where the Beast Titan appears in human form and lays an ambush. The Japanese volume shipped on 7 August 2015.
