Fairy Tail Volume 9 opens under the light of Makarov's Fairy Law during the Phantom Lord confrontation. Chapters 66–74 continue from the preceding standard book, and the opening moves toward the conflict's immediate aftermath. The licensed passage below follows the guild members' first response and Natsu's conversation with Gajeel; it does not certify later Loke chapters or a complete stopping-point recommendation. Fairy Tail Box Set 1 already contains this standard volume.

The guild's celebration makes the battle feel finished before its consequences have been sorted. Makarov calls the confrontation resolved, but also says the Council can no longer overlook Jose's actions and that both leaders must worry about safety. Natsu finds a different loose end. He asks the defeated Gajeel about the dragon who taught him, discovering a matching disappearance without discovering where either dragon went. That shared lack of answers briefly opens the possibility of exchanging information, then Gajeel answers with another threat. Natsu's impulse to talk does not turn destruction into friendship. The final view of the ruined guild and Lucy's troubled expression keeps the cost visible after the victory shout. The opening closes combat more readily than it closes injury, responsibility or curiosity.

“It's all over! The battle of the guilds has been resolved.”
The declaration comes after a last attack, not after everybody has agreed to stop. The attacker thinks Makarov has failed to notice him; the next page shows the master knocking him away, then ordering the survivors to leave and take Jose with them. He also threatens anyone who tries to renew the fight. This is peace imposed by the person who has just demonstrated the ability to enforce it, and calling it forgiveness would soften what is on the page. Yet the instruction to leave matters: victory becomes a reason to end the violence rather than permission to keep inflicting it. The chapter then shifts to Natsu asking Gajeel about his dragon. Insults continue, but so does an exchange of information about their missing teachers. Makarov can declare the guild battle finished; he cannot declare the two dragon slayers friends. The smaller conversation after his overwhelming display is where a different relationship first becomes possible in this scene.
