Kafka is in Defense Force custody, with the organization planning to dispose of him. The secret-identity problem has become a decision made by his superiors, and Director General Shinomiya is the person Kafka must persuade. Start here only with the exposure behind him already understood. The attraction is the changed relationship to authority: the force he wanted to join now decides whether he is allowed to continue existing.
Spoilers — why this volume matters. Tap to reveal.
Shinomiya wields kaiju power himself, which makes his confrontation with Kafka more pointed than a simple human rejection of monsters. The force already accepts enemy power in a sanctioned form. Kafka must argue for his own acceptability while facing the director general in combat, then begins losing control of his transformation. That loss gives the institution a concrete fear to work with; good intentions alone cannot settle its judgment. The change from secrecy to custody turns belonging into a question of permission. Kafka needs to demonstrate control to someone who can deny him the chance.
