Chapters 167 to 176, and a book that does not stand alone and should not be bought that way. Most of it is Rainbase, where a Navy captain and Crocodile are both waiting, and it closes with every thread it has opened still open: the cage, the rebellion, the abducted king, and Luffy staying behind while the others run for the capital. Nothing in it finishes. The stretch it belongs to is six books, Vol. 18 through Vol. 23, and a reader who owns none of them should buy the box set rather than this volume. Viz states Box Set 1 as volumes 1 to 23 at $244.99, which is $30.78 under the list price of the twenty-three singles. Season 4 covers chapters 156 to 217, so the anime has been through it.

The engine of the volume is a lie told in public. Mr. 2, wearing the king's face, tells the country that the crown stole its rain, and the rebellion Baroque Works needed is moving by the end of the book. Crocodile does not have to win a fight to win, which is the design of the whole arc and the reason its fights keep going badly for the people who survive them. The cage is the clearest statement of it: he seals the Straw Hats in a room that is filling with water, leaves animals to watch it, and walks out. What gets them out is Mr. 3, last seen being eaten in Vol. 18, spat back up and made to mold a key at Sanji's insistence. Miss All-Sunday takes Vivi off the board in the same stretch. Pell, named as the strongest soldier the country has, is beaten before the arc's real fights start, and that is the measure the reader is meant to keep.
