Skypiea starts properly here, on a sea made of cloud where the Straw Hats are labeled trespassers before they have met anyone in charge. Chapters 237 to 246 put the crew among two populations, one hostile on sight and one welcoming, and hand most of the exploring to Nami. The antagonist of the arc arrives at the end of the book: Eneru, whom everyone above the clouds calls god, and who is not using the word loosely. Very little is settled. Season 6 covers chapters 218 to 302, so the anime has been through it, and chapter 302 is roughly six books past this one, which is how much arc is still in front of a reader starting here. Eneru does not fight in this book. He takes the ship, and some of the crew with it, and that is the entirety of his introduction: a villain established by confiscation rather than by a punch, which is why the arc is slow to start. What the volume spends itself on instead is the place. Angel Island has a history and a technology the sea below has never seen, and almost all of the book is that setup. The trespass charge is the mechanism attached to it, so the arc's opening conflict is administrative rather than physical. Nami gets the reconnaissance, which the series does not often hand her. As a debut this one is quiet, and Luffy, Sanji and Usopp walk into Eneru's territory at the end of it with no crew, no ship and no plan.
