Twelve chapters, 679 to 690, and not one of them is a beginning or an ending. The gas has flooded the laboratory, Marines and pirates are running through sealed chambers to stay ahead of it, and the book cuts between four things at once: Sanji holding off Vergo, Law and Smoker taking him on afterwards, Luffy against Caesar, and the children turning on the people keeping them from the candy. This one does not stand alone. It opens on a chase already underway and closes with the arc's last act still ahead of it, so it belongs inside the run from Vol. 67 to Vol. 70 and nowhere else. The children are what Punk Hazard is about, and this is the volume that says so. They have been kept compliant with sweets laced with the drugs they were brought here to test, and when the supply is cut they hunt down the one girl trying to get rid of it. The fights around them are the smaller half of the book. Caesar's own history arrives in flashback: the explosion that ruined the island was his, set off after Vegapunk threw him out of the scientific program, so the man who sealed Punk Hazard is the man still living on it. Luffy falls into a trash pit under the laboratory and meets Momonosuke, the son Kin'emon has been searching for, now a dragon because he ate an artificial devil fruit. Law's reason for the kidnapping is finally stated: Caesar is the sole manufacturer of Smile, the artificial fruit the alliance needs taken off the board.
