Punk Hazard ends and Dressrosa begins inside this one book. Chapters 691 to 700 give the first eight to the island and the last two to what follows. Season 16 stops at chapter 698, the eighth chapter here, then runs three anime-original episodes, 626 to 628, so the season finishes after the manga has already moved. Season 17 opens at chapter 699, the ninth chapter in this book. This is also the last volume in Box Set 3, which Viz states as volumes 47 to 70 and lists at $254.99, so a reader on the box-set route finishes here and begins Box Set 4 with the next book. Viz prints 208 pages at $11.99.

The volume is titled 'Enter Doflamingo' and so is chapter 698, which is exactly where season 16 stops, so the anime closes its Punk Hazard season on the arrival of the next arc's villain. That is a cleaner seam than the volume boundary. The last chapters set the terms. Law tells Luffy the alliance exists to bring down Kaido, one of the Four Emperors, and Luffy answers that his own target is all four of them. Law's offer to Doflamingo follows: Caesar returned, Kaido kept supplied, in exchange for Doflamingo resigning as a Warlord overnight, delivered alongside the living severed heads of two of his people. Doflamingo agrees, which is the part nobody should believe. Kin'emon comes back from being turned to stone, since petrification paralyzes rather than kills, and chapter 700 sends the whole company to Dressrosa to collect on a promise that has already been made in bad faith.
