Grand tells Tucker that he previously smoothed over research he considered worthless. The threat of a failed assessment therefore carries a second account: the patron who protected the researcher now fears being blamed for endorsing him. Tucker is being asked to protect Grand's standing as well as his own livelihood. This changes what the evaluation means. Grand is not merely applying a standard from outside the relationship. His earlier intervention has tied his reputation to the result, giving him a reason to demand success while distancing himself from failure. The scene does not establish that he ordered human experimentation or knew how Tucker would proceed. Its uglier claim is about incentives already visible in his speech. An official who has made poor work acceptable can still present the next failure as entirely his subordinate's problem. What should have tested the research becomes a demand that the researcher justify the person who backed him.
