The show is announcing its own rule, and it is a rule about character rather than about power. Yusuke's energy grows when he is losing; Genkai says it as a diagnosis, during a tournament she is running to choose a successor, and she says it about a boy she has watched cheat his way through her qualifying rounds. It commits the series to a structure. Every big Yusuke fight from here to the end will have to put him near death before he can win, and the writers honor that, up to and including letting him actually die in the Chapter Black arc to get the next level. The mechanic is the excuse; the pattern it describes is a boy who only tries when it is nearly too late, which was true before he had any energy at all.
