“The moment you arrive at the idea that my water will become your weapon, you must also realize that the opposite may be possible as well. That is the iron law of battle.”

“No world is without sacrifices. Doesn't he realize it? This sea of blood covered in ashes... we refer to this hell as the world.”
Thought rather than said, by an Espada who has just been cut down by the man she served, and it reframes every hollow in the arc. Aizen treats sacrifice as a cost he assigns to other people; Harribel is describing a place where sacrifice is the weather, and where the fracciones she keeps trying to protect are the only argument she has against it. Nothing in Hueco Mundo contradicts her.

Bleach fights are argued as much as fought, and this is the clearest statement of the rule that makes them work: any advantage described out loud becomes available to the opponent who heard the description. Harribel is explaining why she has not explained her ability, in the middle of a fight against an opponent who has. The series is unusually strict about this, and its worst battles are the ones that forget it.
