Erza can defeat the opponents in front of her without settling Natsu and Gray's argument. Makarov can order the guild to wait after Natsu has already left. These four Fairy Tail selections examine leadership at the point where authority meets someone else's decision.

Every line below was checked first-hand in the official Penguin Random House previews of Kodansha Comics' English manga. This is a focused selection from Erza and Makarov, not a ranking of the whole cast. Spoilers follow for the selected scenes in Volumes 3, 4 and 9, including the aftermath of the guild battle in Volume 9. The wording is specific to this manga edition; it does not establish what an anime subtitle or dub says.

“If you can combine your powers... ...not even Erigor should be able to stand against you!!” — Erza Scarlet

Vol. 3, chapter 14. Erza sends Natsu and Gray after Erigor while she and Lucy deal with the opponents left at the station. Later in the chapter, the two men are still arguing, and Natsu insists he can win alone. The condition in Erza's order remains unresolved in those pages. Her own display of force makes the contrast sharper: being able to handle her assignment does not mean she can make other people cooperate.

“Let just one more insult to Fairy Tail pass your lips... ...and I can't promise that you'll live to tomorrow!!” — Erza Scarlet

Vol. 3, chapter 14. The opponents have discussed selling the women as captives before Erza issues this threat. That context matters more than treating it as a free-standing motto about guild pride. Lucy then watches Erza change weapons and armor and clear the crowd. We read the scene as an introduction to authority through a newcomer's eyes: Lucy gets to see why the reputation exists, while Erza's command to Natsu and Gray remains a separate test.

“All we can do is wait quietly for the outcome.” — Makarov Dreyar

Vol. 4, chapter 23. The order comes after Makarov discovers Macao has been impersonating the confined Natsu. The real Natsu has already left, and the next page shows him entering the courtroom where Erza is on trial. Waiting is therefore what Makarov can order the people still in front of him to do, not proof that he controls the situation. Lucy's wish to testify also prevents the instruction from becoming an uncomplicated lesson in patience.

“It's all over! The battle of the guilds has been resolved.” — Makarov Dreyar

Vol. 9, chapter 66. A remaining attacker tries to strike Makarov before this declaration. Makarov knocks him away, orders the survivors to take Jose and leave, and threatens anyone who starts fighting again. Those actions support a reading of enforced peace, not forgiveness. The chapter then moves to Natsu and Gajeel talking about their missing dragons. Ending the guild battle creates room for that exchange; it does not establish friendship between them.

The first two lines come from the licensed Volume 3 preview; Makarov's lines come from the Volume 4 and Volume 9 previews. The wait order is one complete sentence excerpted after a command for silence. The final quotation is the opening two sentences of a longer order. The character pages record those boundaries and the page locators.
