Byro is the Edolas king's chief of staff, and the ally Lucy means is Coco, the child courier who has just turned against her own government to help the Earthland mages and been struck for it. It is a fight Lucy is not equipped to win. Edolas runs on finite magic, her spirits are half-useless here, and the arc has spent chapters making the point that Earthland's mages are dangerous precisely because they take unlimited magic for granted. So swearing on the guild's name is not a boast in this scene; it is the only asset she has that the other side lacks. Byro's people serve a king who is about to sacrifice the whole Exceed race for fuel, and Lucy's objection is administrative as much as moral: an organization that will not protect its own members is not an organization. That is the same argument Natsu makes to Sabertooth a hundred chapters later, delivered here by the guild's weakest fighter to a man twice her size. Fairy Tail gives its creed to whoever is losing at the time, which is why it has one.

Celestial mages in this series are mostly cowards by design. The magic summons someone else to do the fighting, and every other keyholder Lucy meets treats the spirits as equipment: Angel sacrifices hers, Karen abused Loke until he was dying of it, and her own father hired a guild to bring her home like lost property. The line is Lucy's distinction from all of them, said in the middle of losing to Bickslow, and it is a claim about labor rather than affection; she stands in the fight with the spirits rather than behind them, which in practice means she gets hit. The series backs the claim with a mechanism. Loke, who was thrown out of the spirit world for what happened with Karen, is the one who arrives to finish this fight, and he can only do it because Lucy fought for him in the earlier arc against the Spirit King. So her style is not a slogan. It is the reason she has a lion, and the reason the lion comes when she calls. The arc where Aquarius is lost is the price of the same principle, three hundred chapters on.
