Chapters 91 to 99 finish the Arlong Park arc and then start something else before the book is over, which makes this an awkward place to stop. Luffy and Arlong are still fighting when it opens, and the fight ends up in the room where Nami spent eight years drawing charts for the crew that killed her mother. The rest leaves the East Blue behind: the island celebrates, the crew puts to sea with Nami aboard as its navigator, and the next port is the town where Gol D. Roger was born and executed. As a stopping point it is nearly right and not quite, because the arc ends in the first half and the last chapters are already pointed at the Grand Line. A reader who wants out should read one chapter into Vol. 12 and stop there. The title is 'The Meanest Man in the East'.

Luffy breaks the cartography room, then Arlong, then the building, and the trigger is the blood on the pens: eight years of charts drawn for the crew that killed Bellemere. The island celebrates for three days and nights, Johnny and Yosaku take their leave, and Nami sails as crew for the first time, which has taken eleven volumes to arrange. Then the series changes gear inside the same book. The World Government issues the first bounty on Luffy's head, which brings Navy captain Smoker into the story; Zoro meets his second-in-command Tashigi; and Luffy stands at the execution site where the King of the Pirates died, with Buggy and Alvida in the crowd. Both were beaten inside the first three volumes and neither has left the story, which is the habit One Piece has and keeps: nobody here is finished with.
