Chapters 18 to 26, and the end of a fight that began in the book before it. Luffy and Buggy are still going when this one opens, and the two devil fruits settle the argument in its first chapters: chapter 18 is titled 'The Pirate Buggy the Clown' and chapter 19 'Devil Fruit'. The rest of the book leaves for the village Usopp lives in, a chronic liar with no crew, and for the mansion of Kaya, a sickly young heiress looked after by a butler. This is where Omnibus book 1 ends. Viz describes that book as the first three volumes and names no contents for any other in the line, and the division is a sound one: the Buggy fight does not survive being cut in half, and this is the book that finishes it.

Buggy is beaten, by Luffy and Nami together, and Nami leaves with a share of the treasure rather than a place on the crew. Then the volume builds the next arc and hides its villain in plain sight: Klahador, Kaya's butler, is Captain Kuro of the Black Cat Pirates, and what Usopp and Luffy overhear in chapter 26 is a plan to have Kaya killed so that Kuro inherits her money and her standing. Django is his first mate and the instrument. The title printed on the book, 'Don't Get Fooled Again', is doing two jobs at once: Usopp is the boy his village has stopped believing, and the one occasion he is telling the truth is the occasion it matters. The arc that starts here does not finish until Vol. 5, so the volume ends on a plan rather than on a fight.
