Chapters 637 to 646, and the volume where One Piece changes what a villain is made of. The arc has spent two books explaining where one grievance came from; the antagonist settled in this one has no such history, and what he has instead is the argument of the whole arc and belongs in the section below. The fight with the New Fish-Man Pirates finishes inside these ten chapters, with an ancient ship dropped on the island and the crew split between stopping the ship and stopping him. Season 15 takes the whole book in. Chapter 644 gives the book its English title, and chapter 645, 'Death Is Another Form of Revenge', is the nearest the arc comes to stating its own case.

Fukaboshi tells Luffy what Hody is: a fishman whose hatred of humans was inherited rather than earned. That is a harder proposition than Arlong, who had reasons and was wrong anyway, and it is the series arguing that the second generation of a grievance is more dangerous than the first, because nothing in its own life can contradict it. The volume also cashes in the time skip: Hody's officers are cleared by the same crew that was taken apart by one Warlord in Vol. 53, so the danger has to be supplied by Noah instead, an ancient ship with nobody steering it. Luffy stops Shirahoshi from giving herself up, fights Hody above the island and goes at the ship. Fish-Man Island is not finished here, and the next volume is required.
