“Maybe sometimes it takes more courage not to fight.”

Makino, One Piece Source / locator: Manga, chapter 1, p. 27 (Viz); the preceding balloon, "Are you sure about that?", is omitted Viz · Publisher source

Shanks, the man she is defending, seems to refute her ten pages later: he squares up to the same bandits and his first mate flattens them in the street. The obvious objection is that the chapter overrules her, the bartender supplying the soft reading and the pirates the correct one. Take that seriously and it does not survive. The rule Shanks states on folio 37 waives the question of who was right, and what moved him was not the insult she was talking about; he had already let that pass. Makino never claimed a fight is always wrong; she claimed that the one Luffy wanted, over spilled grog and a laughing crew, was not worth having, and on that she is upheld to the letter. Her hedge is the honest part. She says maybe, and offers it to a boy sulking into a glass who tells her she would not understand. The adult who hedged is the one the chapter agrees with.
