What it commits him to is revealed later, in the Chapter Black arc, when Koenma's records show where Toguro's soul went: he chose the worst hell on offer, for ten thousand years, and turned down the lighter sentence. The last words on the tournament floor are calm, and the calm is the tell. He did not want to win. He built the only opponent who could beat him, by killing Genkai to make Yusuke angry enough, and then thanked him for finishing the job. Read that way the Dark Tournament is not a story about Yusuke getting strong; it is a very long suicide, organized by a man too proud to do it any other way, and the line is the moment he admits it.

Toguro won this tournament fifty years ago as a human, watched his students die, and wished to become a demon so that he would never be weak enough to lose anyone again. The philosophy is a survivor's philosophy and it worked: he is the strongest thing in the arena. His method for teaching it is to kill Kuwabara in front of Yusuke, and the method is also his refutation, since what the death produces is not a fighter who needs nobody but one fighting for somebody. The concession the show makes is larger than it looks. Toguro is right that attachment is a limit. He is wrong about which direction the limit runs.
