Set it beside Light Yagami, who opens Death Note by observing that a look around will show you people the world would be better off without. Both are culling arguments and they are not the same argument. Light's is administrative: a category, a register, a workload, and no feeling whatsoever about any individual inside it. Akaza's is personal to the point of embarrassment, stated four times in four ways, and delivered to a boy he has been correcting rather than fighting. He is not describing a policy, he is describing disgust, and the tell is the second sentence, where he cannot leave the first one alone. Light believes he has built a system. Akaza has a grudge more than a century old and a vocabulary borrowed from the man who gave it to him.
