The line is quoted as Tōsen's philosophy and it is a circle drawn in one breath. The blind man sees only bloodless paths; those paths are justice; therefore his choices are justice. Nothing in the sentence is doing any work except the word therefore, and the man saying it has spent the last hundred chapters helping Aizen stage a coup that kills more people than the one he joined the Soul Reapers to avenge. Read it as a confession and it improves: he is telling his only friend that the test has been rigged since the start. But that is a reading. The sentence itself is a slogan with a hole in the logic, and the series knows it, because Komamura's answer, twenty volumes on, is simply to point out that Tōsen never once mentioned a world he himself loved.

He joined the Gotei 13 because a Soul Reaper murdered his friend and walked away unpunished, and the whole of his adult life is a plan to not become the thing that did that. Then he trained a lieutenant, Hisagi, who took his teaching about fear more seriously than he did, and the last lesson passes in the wrong direction: Tōsen with a blade through the man, saying the true thing at last. The fear was never of dying. It was of dying inside the uniform, as one of them, with the badge on. The series answers him in the only register it has. He gets his sight back for a page, sees Komamura's face and Hisagi's, and is killed by Aizen mid-sentence before he can decide what he has seen. A Hollow's mask, a captain's coat, and no time to choose which one he died in.
