The Geass that made him is a curse dressed as an advantage: he hears every mind within range, permanently, and the one silence available to him belongs to the woman who gave it to him. That is the engine of the character and the argument the arc is making about all these powers, that each is granted in the shape of the wish and then charges rent for the rest of the holder's life.

Mao is raving here and the scene is staged so the audience discounts him. He is holding a blind girl hostage, he talks in the broken cadence of a man who has never once had a private thought, and he does not survive the episode. Discounting him is a mistake. His Geass reads minds and has no volume control, which means that unlike everyone else offering Suzaku an opinion, he is quoting rather than inferring. The diagnosis is exact. Suzaku killed his father to end a war, enlisted in the army of the country that won it, and volunteers for whichever assignment is most likely to kill him. His refusal to win by dishonest means is not a code. It is a mechanism guaranteeing that any victory he achieves will be too small to count against what he owes. Mao gets there first and nobody can hear him, because of how he sounds.

Mao is torturing a schoolgirl here, which is what villains do, and he is also giving the most accurate description of the protagonist's situation anyone offers in the first season. Mao can hear what people actually think, so his cruelty takes the form of correct statements delivered at the worst possible moment. The series gives its clearest moral summary to the character least entitled to make it, and then has nobody act on it.
