Start with the case against it: this is a captive's devotion, from a boy the Geass Order assigned as a replacement brother in a memory his real brother did not consent to, dying of heart failure because he keeps firing a power that stops his own heart to protect the man who told him, to his face, that he had always meant to kill him. Calling it love is calling a leash a hand. The show does not answer the objection so much as stage it: three times Lelouch tries to say he was only using him, and three times Rolo activates his Geass and the sentence is cut off before the verb. He never gets to finish the lie. Whether that is Rolo refusing to hear it or the writers refusing to let Lelouch off is the real argument, and the scene is built so that both are true at once.
