Happy hatched from an egg Natsu and Lisanna found as children, and for most of the series he is the guild's comic relief, a flying cat with a fish and a catchphrase. Extalia takes that identity away. Nadi tells Happy and Carla that they came from Extalia as eggs, two of a hundred sent to Earth-land with orders against the Dragon Slayers, and he treats everything they have done since as that order running its course. The line is Happy choosing the people who raised him over the nation that sent him, and the pause in it matters. He does not say he is an Exceed, or a cat. After the ellipsis he reaches for the only name he has ever given himself, which is a guild's. It is the moment the arc stops being a joke about talking cats and becomes a story about who gets to claim a child, and the next chapter sharpens it: the Exceed couple who hide the two of them are Happy's parents.
