Same regulations, same speaker, different ending. On the last page of chapter one he pronounced the sentence himself: under jujutsu regulations, he told the boy wearing Sukuna's markings, he would exorcise the curse known as Yuji Itadori. By then he had already seen the refusal to run and the finger swallowed to save everyone. What changed in between is not the rulebook but what Megumi watched next: Yuji taking his body back from Sukuna on Gojo's count, and Gojo calling him a potential vessel, the phrase Megumi repeats before invoking the rule. The request is more telling than the sentiment. Megumi does not argue with the law; he recites it accurately and then asks someone else to set it aside, and on the next page, asked whether this is a personal opinion, he says yes and adds please do something about it. A rule-follower meeting an exception hands it upward rather than owning it. What comes back down is a suspended sentence, not a pardon.
