“There's something scary going on in my town. If Morioh City is in danger, that means my parents, my sister, and everyone else important to me will have to face that danger. So even if it's scary, I gotta do something!”

He is the shortest, youngest and least powerful person in the group, with a Stand that at this point is a small thing that writes sound effects on walls, and the speech is the series explaining why he is in the story at all. Every other JoJo protagonist fights because of blood: a family, a bloodline, a grudge. Koichi has no lineage, and Araki gives him a motive that is nothing but geography, the town and the people in it. That is what makes him the reader's proxy in a Part about a town. It also sets up the thing that happens later: Koichi is the one who first learns Kira's name, and the one Kira nearly kills to keep it, because the boy with the smallest Stand is the one who cannot let the neighbourhood go.

“What do you know? Your name is Yoshikage Kira.”

For the sentence to have any force the Part had to spend twenty episodes not knowing it. Kira is introduced as a man whose whole design is anonymity, and the town's investigation up to this point has been a search for a name. So the reveal is handed not to Jotaro, whose Stand can stop time, nor to Josuke, but to a boy who noticed an ID card go into the wrong pocket in a cafe. The mechanism is deliberate: the most dangerous man in Morioh is undone by a receipt-level observation from the least dangerous. What follows is Kira almost killing Koichi, then losing his face entirely rather than let the name stand, which means the line did something no punch in the Part manages. It made him run.
