The Council's dispute makes authority look like something its members can quarrel over while already occupying it. An older member angrily questions how the young members obtained their positions. The reply treats exceptional magical power as a sufficient explanation, then insults the questioner. The page's main figure lounges forward, smiling and extending a hand toward the reader; the reprimand occupies a narrower panel beside him. That arrangement gives the relaxed reply a visual confidence the elder's outrage struggles to match.
